1) Haste is a powerful spell. It allows people tae overcome a hurdle imposed by their respective guilds' GR portals. A Ranger in Fighters Guild needs GR 42 in order tae learn Missile Weapon skill tae a degree (Awesome skill level), that will provide haste speed (one-second delay) even with charging and aiming. Likewise fer Rogues, Fighters, Berserkers, Monks, Sorcerers and Shamans. (I am nae listing all the portals; they vary between guilds and subguilds and classes and skills. Rangers are the ones who gain haste speed by skill level latest of all I know of).
2) Wizards are the only class in Cosrin who get haste speed on purpose, by Speed Potions at GR 15 and the Spell at GR 26. Haste is what balances the Wizard class against Sorcerers and Shamans who get Offense and Defense/healing respectively cheap and early, compared tae Wizards.
3) When redundance of hasting Wizard/resses made the spreadout of skills in guilds oblivious, as everyone had said speed without making the supposed portals, the Gods intervened and moved the haste spell tae the GR 26 Portal instead of the GR 15 portal, and supplied Speed Potions fer Wizards at GR 15 instead.
4) Haste can be CAST on people or given in enchanted RINGS (or necklaces, armbands rods, wands). Usually the haste cast lasts much longer than the haste people cast on themselves from a ring.
5) Wizards get the ability tae cast haste at GR 26 in our guild. The average duration (or the duration range) of the cast haste depends on BOTH the MSU skill level AND the haste spell level. This increases at every Guild Portal we know of: GR 32, GR 42, GR 52, GR 62, GR 75, GR 90 and even twice at GR 110. It is safe tae assume that whenever a Wizard gains GR 130 her/his haste will improve further.
6) Wizards get the ability tae enchant rings at GR 42. At GR 42 they can enchant rings with a maximum of three charges. AT GR 52 that's 20 charges; at GR 62 24 charges (in theory 25 charges, ruby and emerald rings "only" hold 24 however); at GR 75 30 charges, at GR 90 35 charges and GR 110 40 charges, but only in theory (no known items that hold 31-40 charges). Again, no one knows what waits at the GR 130 portal.
7) Wizards can enchant rings with any spell they know. The exception is the enchant item spell itself, which can be put in a ring, but only be used by Wizards who KNOW the spell themselves. Wizards who have enchant item tae apprentice level only (GR 42) can also REFILL rings that hold more than 3 charges. In the past doing such was seen as bad form unless the Wizard who enchanted the "larger" ring gave explicit permission.
8) A person who has haste supplied in rings does nae seek a Wizard fer hunting company who could haste them directly. Selling haste in rings makes Wizards being preferred hunting partners LESS likely.
9) A Wizard with GR 42 haste sells superior haste than one at GR 26. Selling Haste of GR 62 at 2k forces GR 26 Wizards tae either sell cheaper or have less sales.
10) Wizards selling spells often have their own customer bases who will insist on buying from the certain Wizard, and will nae compare the prices in ads. I do nae have numbers how many haste customers go by best price. This is up fer guesses by those who sold haste before.
11) Differing between classes and what guild they are in, customers of haste make good experience and good profit using bought haste. HOW good this profit is varies.
12) The Wizard class is able tae govern themselves. All the GM *needs* tae do is moderate, if at all. An agreement of all wizard/resses on boundaries of a reasonable use of the haste spell is such a tool. There have been agreements tae charge 2k fer cast haste and 3k fer ring haste as a minimum; also most wizards believe that advanced haste should be increased in price. Some elaborations are found on Abradix' scroll on Magely Economics. In 197 a haste agreement was ratified that must be obeyed by all wizard/resses and can be found here.
13) The Gods do care about how many people hunt hasted. When this is seen as "too much" the gods intervene, warn, change things. Expense of obtaining the haste spell is the tool tae limit haste availability.
